The Cabinet of Ministers of Ukraine amended the Technical Regulation on hazard classification, labelling and packaging of chemical products, which is aligned with the European CLP approach. The key change is the extension of transition periods for businesses. Chemical substances that were already on the market before the regulation entered into force may continue to be supplied for one additional year. For mixtures first placed on the market after 1 May 2026, the transition period is set until 1 May 2028. The decision takes into account martial law conditions and the limited resources of enterprises.
The changes apply to all manufacturers, importers and suppliers of chemical substances and mixtures on the Ukrainian market — from industrial chemicals to plant protection products, detergents and paints. The regulation implements the international GHS system and requires hazard classification, warning labelling (pictograms, signal words, H- and P-statements) and appropriate packaging. After the transition period expires, products without proper labelling may no longer be made available on the market.
Businesses should already start classifying their products according to GHS criteria, updating labels and preparing safety data sheets (SDS). The extension gives companies more time to prepare, but it should not be treated as a reason to postpone compliance work. Companies that fail to adapt in time risk being unable to supply their products after the transition period ends. Where necessary, businesses should seek conformity assessment support to verify that their labelling meets the regulation’s requirements.
