Ukraine launches electronic vehicle certificate register on September 1

Certification of wheeled vehicles is moving from paper documents to a unified electronic system.

What changes on September 1

From September 1, 2026, Ukraine will fully launch the Register of type-approval certificates and certificates of conformity for wheeled vehicles and equipment issued by manufacturers. The unified system will make information about issued documents verifiable.

Manufacturers, certification bodies and government authorities will have access to the system. Manufacturers and their official representatives will be able to enter information about certificates they issue.

Manufacturer
Information on issued certificates can be entered into the unified electronic Register. The new rules gradually move certificate administration into digital form.

New certificates under the new Technical Regulation are electronic and entered into the Register.
A previously issued paper certificate remains valid. Once its information is entered into the Register, separate reissuance is not required.
